Plenary has appointed Dale E. Bonner, California’s former Secretary of Business, Transportation and Housing, as Chairman of Plenary Group USA.

The US P3 market is the next logical step in Plenary Group’s expansion plans. Many of Plenary Group’s leading partners are homegrown US companies, with an appetite to bring performance guaranteed development to America. Plenary Group is currently bidding Colorado’s US36 Managed Lanes, California’s Loma Linda University Medical Center, and the Puerto Rico Juvenile Detention Center, with plans to bid several more projects this year.

“This is an early move in a long term commitment to the American market”, says Paul Dunstan, President of Plenary Group’s North American operations. “We see a clear opportunity to build on our current North American success and relationships through an expansion into the US market. The opportunity for private sector involvement in the delivery of US infrastructure is not only needed but very attractive, and we believe the Dale is the right person to strategically lead the development of the business.”

Dale Bonner brings over two decades of experience in various government and private sector organizations, as well as a unique understanding of the US infrastructure market. Plenary Group USA is establishing an office in Los Angeles, CA, and will continue to expand its US team and presence over the next few years.

The company has seen tremendous success across Canada, since its creation in 2005. Currently, Plenary Group’s Canadian operations have over $6 billion in project capitalization, in such diverse sectors as healthcare facilities, military accommodations, data centers, civil projects and justice facilities.
