For the fifth consecutive year, Plenary Americas took home the Sponsor of the Year award. The judges noted that “Plenary Americas excels in advancing P3s with innovative financing and management strategies. The firm is recognized for its strong team that adeptly navigates project challenges, ensuring progress and successful closures.”
Highly Commended, Best Operational Project: Waterloo ION Light Rapid Transit
The judges said, “This is a quality project with strong demonstrated public benefit and impressive results in the 5+ years of operation. Their ability to grow ridership to pre-pandemic levels is impressive along with the high service availability and on-time performance. Strong integration across several modes of transportation and future proofing maintenance facilities and rolling stock.”
Gold Award, P3 Design & Construction: Western Memorial Regional Hospital
The new 600,000 sq. foot hospital, which opened to the public in spring 2024, has 164-bed acute beds and incorporates several new services, including state-of-the-art cancer treatment facilities so that cancer patients from remote and rural areas in the west of the province no longer need to travel to St. John’s for the care they need. The facility is also home to Canada’s largest geothermal system. The geothermal field is approximately 183 metres below the hospital’s parking lot and provides 100 per cent of the ground source geothermal heating for the hospital – the largest solution of its kind for a health-care facility in North America. The project uses a design-build-finance-maintain (DBFM) P3 model.
Rosa Parks Diversity Leadership Award: William H. Gray III 30th Street Station Redevelopment Project
The Rosa Parks Diversity Leadership Award recognizes organization(s) or project(s) that promotes diversity, inclusion and multi-cultural awareness within their organization, the transportation industry or project. The organization also exhibits extraordinary efforts or initiatives in facilitating professional opportunities for women and minorities.
Deal of the Year – P3 Financing: I-10 Calcasieu River Bridge
The Louisiana Public Facilities Authority’s $1.33 billion financing for the I-10 Calcasieu River Bridge replacement project is the Public-Private Partnership winner. A collaboration between Louisiana Department of Transportation and Development and Calcasieu Bridge Partners, the project employs a demand risk structure, minimizing financial risk for the state. Supported by toll revenues and private capital, this critical infrastructure deal creates a model for public-private partnerships in addressing complex transportation needs.
