CEO, Plenary Asia and Group Head of Debt
Chi-Ling is Plenary’s most senior representative in Asia, having joined Plenary in 2006, and has been based in Singapore since the establishment of Plenary’s Singapore office in 2008.
She became CEO of Plenary Asia Pte Ltd in 2022, and as Group Head of Debt, she now has oversight of debt-raising processes for Plenary’s projects in Asia Pacific, the Middle East, and UK and Europe.
Chi-Ling has specialised in advising upon and arranging debt financing for a wide range of Plenary’s public-private partnership projects, and was responsible for the successful financing of the majority of our major infrastructure investments in Asia Pacific.
Her experience includes arranging debt financings for the Zayed City Schools PPP in Abu Dhabi, Sydney Metro Northwest and its City & Southwest extension, and the first two stages of the Gold Coast Light Rail project, and she managed the original debt financings for the Toowoomba Bypass, Victorian Comprehensive Cancer Centre and Barwon Biosolids Management projects.
Before joining Plenary, Chi-Ling worked in Hong Kong and Melbourne for the Bank of Tokyo-Mitsubishi UFJ where she was responsible for sourcing and executing project and corporate financing transactions across Asia Pacific.
Prior to joining BTMU, Chi-Ling was based in London where she was responsible for the non-recourse financing of a number of major independent power projects for InterGen, and was previously a key member of the project finance advisory team of Schroders in London.
