Albert Iwasaki is the Group Head, Asset Delivery – Social Infrastructure at Plenary Americas where he is responsible for overseeing the delivery of all social infrastructure projects in North America. 



As a member of the executive team, he is also engaged in business development and client relationship management focused on integrating lessons learned into projects Plenary is actively bidding.



Albert joined Plenary more than 10 years ago, overseeing the company’s role on early public-private partnership (P3) projects. He has since provided leadership in the areas of design, construction, asset management, energy efficiency and commercial management, and has gained extensive, hands-on experience working with multiple procurement agencies and P3 models.



Prior to joining Plenary, Albert worked in the energy sector performing project management, commercial and technical roles. Albert holds a Bachelor’s degree in Engineering and Management from McMaster University.

Alex joined Plenary in 2022 with more than 25 years of experience as a lawyer, banker and investor.&nbsp;



Most recently, he was Senior Advisor and&nbsp;Senior Managing Director at John Laing where he worked in leadership positions for more than 14 years across project finance, new markets, strategy, partnerships, Europe and Latin America.&nbsp;



He was also a member of the senior leadership team and investment committee.&nbsp;&nbsp;&nbsp;



Prior to that, Alex was a Director in the infrastructure advisory team at CIBC World Markets in London as well as a banker and lawyer in Southeast Asia.&nbsp;&nbsp;



Alex is a qualified solicitor in England and Wales and in Singapore.&nbsp;&nbsp;

Alex Yew

Antoine Rezé is a Senior Director within CDPQ’s North American infrastructure investment team. 



In this role, he has been involved in some of CDPQ’s largest transactions, including Plenary Americas and the DP World/CDPQ investment platform. He currently sits on the boards of DP World Canada and InTransit BC, and up until recently served on the board of IPALCO.



Prior to joining CDPQ, Mr. Rezé spent more than ten years at Scotiabank where he served as a Director within the Global Infrastructure Finance Group. Having worked on a number of lead arranging and financial advisory mandates for concession financing and infrastructure acquisitions both in Europe and North America, Mr. Rezé brings extensive experience in project finance and PPP structuring to the Board. Mr. Rezé also worked at Depfa Bank and Natixis.



Mr. Rezé received his Master’s degree in management, specializing in Corporate Finance from SKEMA Business School in France.

Belinda is Head of Sustainability and ESG and a Queensland Representative for Plenary.



She is responsible for formulating Plenary’s sustainability and ESG charter and strategy and for overseeing the implementation of sustainability and ESG initiatives.&nbsp;



Belinda also provides commercial advisory services across Plenary’s Queensland-based projects and as a representative of Plenary in Queensland.



Prior to joining Plenary, Belinda held senior in-house legal roles in Australia and overseas, including as the general counsel of a multinational full-service telecommunications company, advising on a broad range of corporate, commercial, finance, regulatory and telecommunications matters in the UK, the US, Latin America and the Caribbean.



During this time Belinda developed a deep appreciation of the power of well-planned and deployed infrastructure to deliver transformative outcomes for local communities.&nbsp;



Belinda holds undergraduate degrees in Business and Law from Queensland University of Technology, a Master of Laws from University of Melbourne,&nbsp;and a Graduate Certificate in Sustainability from the University of Sydney.

Brian Budden is President and Chief Executive Officer of Plenary Americas.&nbsp;



Brian started his Plenary career leading, structuring and closing publicly-procured Public-Private Partnership (P3) infrastructure bids before taking over leadership of the North American Project Structuring &amp; Investment and Commercial teams in 2014, then as President &amp; CEO in 2016. Brian sits on the Boards of Directors for Plenary Americas and for all of Plenary’s North American projects, and on the Steering Committee for Plenary Europe.



Under Brian’s leadership, Plenary Americas has earned the distinction of being named one of Waterstone Human Capital’s Most Admired Corporate Cultures. The company is also endorsed as a Best Workplace for Inclusion and Mental Wellness and has been continuously designated as a Great Place to Work in both the US and Canada. Before joining Plenary, Brian practiced corporate restructuring at a Bay Street law firm, exited law by returning to receive his MBA from Dartmouth College (Tuck), and, subsequently, led acquisitions, divestitures and strategic initiatives at a subsidiary of Magna International. Brian is a member of YPO and has been active in mentoring and service on charitable boards.

Brian Budden

Chi-Ling is Plenary’s most senior representative in Asia, having joined Plenary in 2006.



She has been based in Singapore since the establishment of Plenary’s Singapore office in 2008.



Chi-Ling has specialised in advising upon and arranging debt financing for a wide range of Plenary&#8217;s public-private partnership projects and has been actively involved in the successful financing of the majority of our major infrastructure investments in Asia Pacific.



Her experience includes arranging debt financings for the Zayed City Schools PPP in Abu Dhabi, Sydney Metro Northwest and its City &amp; Southwest extension, and the first two stages of the Gold Coast Light Rail project, and she managed the original debt financings for the Toowoomba Bypass, Victorian Comprehensive Cancer Centre and Barwon Biosolids Management projects.



Before joining Plenary, Chi-Ling worked in Hong Kong and Melbourne for the Bank of Tokyo-Mitsubishi UFJ where she was responsible for sourcing and executing project and corporate financing transactions across Asia Pacific.



Prior to joining BTMU, Chi-Ling was based in London where she was responsible for the non-recourse financing of a number of major independent power projects for InterGen, and was previously a key member of the project finance advisory team of Schroders.

Chris Clifton

Chris is Chief Operating Officer for Plenary Group, and has ultimate responsibility for Plenary’s assets through both delivery and operational &nbsp;phases. He also acts as a Director on a number of the SPV boards.



Chris joined Plenary in 2010, has over 20 years construction, asset management and infrastructure advisory experience. He holds a Bachelor of Engineering (Hons) and Bachelor of Commerce along with a PhD. He is also is a graduate of the Australian Institute of Company Directors.

Chris Whitefield, Executive Director, Communications and Community

Chris leads the development and implementation of Plenary’s communications and stakeholder engagement strategies at a corporate level and across Plenary’s projects and communities.



Responsibilities include media and external communications, market positioning, stakeholder and community engagement, and ESG initiatives.



He leads Plenary&#8217;s <a href="https://plenary.com/anz/about/reconciliation">reconciliation</a> journey, championing Plenary’s reconciliation initiatives with First Nations peoples and organisations in Australia. In 2020, he led the development and implementation of Plenary’s inaugural Reconciliation Action Plan and, as chair of the RAP working group, leads its ongoing development and implementation.



Chris joined Plenary in 2015 with more than a decade of experience across the public and private sectors.



He acts a Trustee on behalf of Plenary for the <a href="https://www.ceda.com.au/" target="_blank" rel="noreferrer noopener">Committee for Economic Development of Australia</a>, is a member of <a href="https://melbourne.org.au/" target="_blank" rel="noreferrer noopener">Committee for Melbourne</a>’s <a href="https://melbourne.org.au/news/standing-committees/#:~:text=The%20Future%20Economy%20Standing%20Committee,and%20CEO%2C%20MedCorp%20Technologies)." target="_blank" rel="noreferrer noopener">Future Economy Standing Committee</a>, is a board member of the <a href="https://ballaratfoto.org/" target="_blank" rel="noreferrer noopener">Ballarat International Foto Biennale</a> and is a former board member and treasurer of the <a href="https://www.iabcvic.com.au/" target="_blank" rel="noreferrer noopener">Victorian chapter of International Association of Business Communicators</a>.

Dale Bonner is Executive Chairman of Plenary Concessions Americas, which holds Plenary Americas&#8217; portfolio of infrastructure project companies.



From 2007 to 2011, he served as California&#8217;s Secretary of Business, Transportation and Housing and managed California’s transportation infrastructure, business regulation, trade and foreign investment programs.&nbsp;



Prior to serving as secretary, Bonner had a national law practice and regulated the managed healthcare and financial services industries as California&#8217;s Commissioner of Corporations.



He currently serves on the Los Angeles Board of Police Commissioners &#8212; the five-member body that oversees the Los Angeles Police Department.



Mr. Bonner is a 1990 graduate of Georgetown University Law Center and a 1987 graduate of the University of Southern California, where he majored in political science.

Dale Bonner

Damien leads the Melbourne Origination team, which focuses on the bidding and development of infrastructure and property projects in the Asia-Pacific region.



Since joining Plenary in 2010, Damien’s project experience includes leading numerous bids and involvement in projects such as the Sydney Metro Northwest, Toowoomba Second Range Crossing, Victorian Comprehensive Cancer Centre, High Capacity Metro Trains and the Western Roads Upgrade.



Damien has also been closely involved in the development of Plenary&#8217;s equity and debt initiatives.&nbsp;



Before joining Plenary, Damien gained significant Australian and international infrastructure development experience as a Director in the Infrastructure Finance team at Babcock &amp; Brown based in Singapore and Melbourne, and as an Associate Director in the Infrastructure Capital Group of ABN AMRO based in Melbourne.



Prior to joining ABN AMRO, Damien was a Director in the Structured Projects group at CIBC World Markets in London.

David Lamming

David joined Plenary at its inception in 2004, and since that time has played an integral part in the development of the business from its standing start to becoming a market leading infrastructure business that Plenary is today.



David took over as Chief Executive Officer at the beginning of 2020, and from there he oversees the day-to-day running of Plenary’s business in <a href="https://plenary.com/anz">Australia and New Zealand</a>, <a href="https://plenary.com/asia-middle-east">Asia and the Middle East</a> and the <a href="https://plenary.com/uk-europe">UK and Europe</a>, managing a multi-disciplinary team of professional staff and driving the group’s growth strategy.



David transitioned into this role from his former role as Chief Investment Officer, which he held since 2017. As Chief Investment Officer, he was responsible for Plenary’s capital deployment, specifically including the implementation and management of the group’s corporate debt and other financing relationships, with oversight of new investments and divestments at a corporate level.



He previously held the position of Head of Origination, being ultimately responsible for Plenary’s pursuit of project opportunities and during which time he was actively involved in the structuring, negotiation and execution of a number of projects undertaken or tendered by the group.



From 2012, he was responsible for the oversight and management of Plenary&#8217;s interest in the <a href="https://southwharfmelbourne.com.au/" target="_blank" rel="noreferrer noopener">South Wharf Melbourne</a> retail and commercial precinct, developed in conjunction with the <a href="https://plenary.com/anz/project/melbourne-convention-and-exhibition-centre">Melbourne Convention Centre</a> project.



Before joining Plenary, David worked at <a href="https://www.abnamro.com/en/information/legal-merger-2019" target="_blank" rel="noreferrer noopener">ABN AMRO</a> in the Melbourne-based Infrastructure Capital team which had, at that time, a market-leading position in the delivery of social infrastructure projects, having been responsible for more than 30 successful projects.



Previous roles for David included property investment banking and several years working as a property and commercial lawyer.

Emma has more than 25 years&#8217; experience as a lawyer including 17 years as a partner at top-tier law firm Allens. During her time at Allens, Emma led the firm’s national projects and development practice and was a member of the firm’s executive committee.



Emma has a long history with Plenary having been the lead legal adviser on many Plenary projects including the AgriBio Centre for AgriBioscience, Single LEAP 1 and 2, Western Roads Upgrade, Sydney Metro City and Southwest and Gold Coast Light Rail.



On retiring from the Allens partnership in 2022, Emma runs her own executive coaching and leadership development business.



She is an active member of Chief Executive Women and long-time supporter of Western Chances.



Emma holds a Bachelor of Arts and Bachelor of Laws (Honours) from the University of Melbourne and is currently completing a Master of Science in Coaching Psychology at the University of Sydney.

Emma Warren

Felix Cassel

Felix is based in London and is responsible for Plenary’s Europe and UK-based activities.



He has moved to London from the Melbourne office where he was based for seven years.



He has been actively involved in several significant PPPs, leading bids, financings and refinancings across a variety of asset classes.



Notable project involvement includes the Public Housing Renewal Program bid, AgriBio Centre for AgriBioscience refinance, Victorian Comprehensive Cancer Centre refinance, Casey Hospital expansion, Western Roads Upgrade and Melbourne Convention and Exhibition Centre expansion.



Prior to joining Plenary, Felix spent five years at a UK-based asset manager in their private equity team, with a generalist focus across EMENA.

Gearóid joined the company in August 2023 and is responsible for leading Plenary&#8217;s corporate affairs function, which includes communications, government and stakeholder relations, and brand and reputation activities.



Before Plenary, Gearóid was based in Hong Kong for almost a decade where he held executive positions at the Canada Pension Plan Investment Board and HSBC Bank. Earlier in his career, Gearóid worked in government and politics, including in roles with the Australian Government, the US Department of State, the 2008 US Presidential Campaign, and the New York State Legislature.



Gearóid has a Masters Degree in Government (hons) and a Bachelors Degree in Government &amp; Public Policy (hons) from University College Cork. He completed his postgraduate degree at Boston College, and was a Thomas M. Whalen Scholar at the College of Saint Rose, New York.

Gregory is a director of Plenary Asia Pacific and sits on the board of six projects &#8211; AgriBio, Centre for AgriBioscience, Casey Hospital, South Australian Police and Courts, Single LEAP 1, Single LEAP 2 and Victorian Comprehensive Cancer Centre.&nbsp;



He is currently an Investment Director at Caisse de dépôt et placement du Québec, which he joined in 2016. Gregory has over a decade of experience in infrastructure investment and has previous worked on assets including Port of Brisbane and DP World Australia.



Gregory holds a Bachelor of Commerce, Bachelor of Science and Master of Commerce (Hons) from The University of Melbourne.

Jennifer is responsible for community engagement and diversity, equity, and inclusion (DEI) strategies across Plenary&#8217;s North American projects and assets.



Prior to joining Plenary Americas, Jennifer held key roles in the public, non-profit, and private sectors where she has over 15 years of experience developing, expanding, and executing new initiatives designed to build community and foster economic inclusion.



Jennifer holds a Master’s degree in Urban Planning with an emphasis in community planning and a Bachelor’s degree in International Development Studies. She also held fellowships with the Public Policy and International Affairs (PPIA) and UCLA Anderson School of Business Riordan programs.



She is a board member of both the Women Business Enterprise Council – West (WBEC-West), a regional certifying agency of women-owned businesses, and the Watts Skills Academy. She also volunteers annually with the Tournament of Roses Association which hosts the Rose Parade and Bowl game.



She has presented to the American Planning Association (APA), American Society of Civil Engineers (ASCE), California Public Utilities Commission (CPUC), and Women Transportation Seminar (WTS) on a number of topics related to community planning, inclusivity in infrastructure, and economic development. Her work has been acknowledged by Local Initiatives Support Corporation (LISC) with the 2012&nbsp;Community Policing Award, the Los Angeles County Quality &amp; Productivity Commission with the 2014&nbsp;Los Angeles County Image Enhancement Award, WTS San Diego with the 2017&nbsp;Rosa Parks Diversity Leadership Award, Southern California Minority Supplier Development Council (SCMSDC)&nbsp;Community Visionary(2019) and&nbsp;Corporate Trendsetter&nbsp;(2017) awards, and the Regional Hispanic Chamber of Commerce with the&nbsp;Mujer del Año &#8211; Diversidad&nbsp;(Woman of the Year – Diversity) Award.

As Group Head, Commercial &amp; Tax, Jerry is responsible for Plenary Americas&#8217; overall tax strategy and for overseeing the company’s Canadian and U.S. corporate tax compliance.



Prior to joining Plenary Americas, Jerry was an international tax partner with PwC. He has more than 15 years’ experience providing Canadian, U.S., and international corporate tax planning, including advising Canadian and foreign multinational clients on tax efficient international structuring and restructuring, M&amp;A, international financing structures, repatriation strategies, and simplifying tax administration.



Jerry is a CPA, CA and has a Master’s in U.S. tax. He has authored a number of articles on Canadian and U.S. cross-border tax matters and has also presented for a wide range of tax conferences sponsored by the Canadian Tax Foundation, the Tax Executives Institute, PwC, and other organizations. Jerry has also taught Canadian CICA In-Depth tax courses for a number of years.

Jerry Mahnger

John is an experienced projects and infrastructure lawyer. He joined Plenary in 2016.



John is responsible for legal, risk, governance and compliance issues across Plenary’s Asia Pacific business. He also serves as company secretary for the majority of Plenary’s project portfolio.



Before joining Plenary, John worked as a specialist PPP investment counsel for a large European infrastructure business.



He has also worked in project finance for one of Australia’s leading law firms and worked at an Australian toll road concessionaire assisting with construction issues.

John O’Rourke is a co-founder and non-executive director of Plenary, a global investor, developer and manager of public infrastructure, specialising in public-private partnerships (PPPs).



John was Plenary’s inaugural Chair from Plenary’s inception in 2004 to 2024.



Since the establishment of Plenary in Australia in 2004, Plenary has developed a portfolio of infrastructure assets across Australia, North America, United Kingdom and the Middle East.



Prior to establishing Plenary in 2004, John spent 10 years leading the Melbourne-based Infrastructure Capital business of ABN AMRO (formerly BZW).



He is a board member of the Australian Grand Prix Corporation and in December 2022 appointed President of the Richmond Football Club where he had been a member of the board since 2015.



John was also a board director of the Victoria Racing Club from 2011-2020, and during his term served as Honorary Treasurer and Vice Chairman.

With more than 15 years’ people and culture experience, Kate has deep expertise in HR strategy, organisational culture and development, talent acquisition and automation.



Prior to joining Plenary in 2022, Kate held senior people and culture roles with Insurance Australia Group, AUB Group and Victorian Managed Insurance Authority.



Kate is a former member of PwC’s Skills for Australia Committee and founded a learning and development academy for the financial services industry, one of the programs receiving an ANZIIF finalist nomination for learning program of the year.



She is also the co-founder of digital culture start-up The Workability Index.



Kate holds a Master of Business Administration majoring in Human Resources Development from the Australian Institute of Business.

Matt Girard leads the Civil Division for Plenary Americas, and is responsible for project development, delivery, asset management, teaming and business development for all Civil projects in North America.



Matt has more than 25 years’ of hands-on experience in the heavy-civil construction industry across North America, and has been involved with the successful pursuit and on-site management of P3 projects in both the U.S. and Canada for almost 15 years.



Prior to joining Plenary, Matt was a senior executive leading all business development efforts for one of North America’s largest heavy-civil contractors and also has experience working with the largest design consultant in North America, having led their business development efforts on alternative delivery projects in the U.S.



Matt has a Bachelor&#8217;s and Master&#8217;s in Civil Engineering from the University of Colorado, Boulder, and is a registered Design-Build professional with the Design-Build Institute of America (DBIA).



Matt is also heavily engaged in bettering the industry via serving as a committee or board member to multiple engineering and construction advocacy groups, including:

Matt Girard

Morné has been the Chief Financial Officer of Plenary Group since its establishment in 2004.



Morné is responsible for the structuring of the Group’s equity interests, managing its risk profile and treasury function. He developed Plenary Group’s internal control and financial reporting frameworks from inception, and built and leads the corporate and finance teams of the business. Morné also acts as a Director and Company Secretary of the Group&#8217;s project entities.



After his career with PricewaterhouseCoopers in Johannesburg, Morné worked for both Credit Suisse First Boston and Schroder Investment Management in London before migrating to Australia in June 2000. Following a role as Chief Operating Officer of a diverse unlisted investment vehicle, Morné was well-equipped to join the Plenary Team.

Moustafa is based in the United Arab Emirates and co-heads Plenary’s business activities in the Middle East.



Prior to joining in 2021, he was CEO and Managing Director of one of the leading diversified international contractors in the Middle East.



He has more than 22 years of experience in the banking industry, construction, management and has held senior roles with CIMIC Group, Macquarie Bank, National Australia Bank, UBS and Citigroup.



Moustafa is the founder of the Islamic Museum of Australia. He is the author of Boundless Plains: The Australian Muslim Connection and The Journey: Establishing Australia’s First Islamic Museum. He was also Executive Producer of the documentary, Boundless Plains: The Australian Muslim Connection.



In 2015, Moustafa was recognised with the Medal of the Order of Australia by the Australian&nbsp;Government and in 2021 was Highly Commended by the Victorian Government for community response and recovery.



He was selected as one of The World’s Most Influential Young Arabs under the age of 40 by Arabian Business, and in 2016 was awarded the distinguished Alumni Award by La Trobe University. He is also an advisory board member of the AUS/UAE Business Council.

Nathalie Viens joined Caisse de dépôt et de placement du Québec (CDPQ) in 2020 as an Operating Partner, supporting the global Infrastructure Portfolio. 



Before joining CDPQ, Nathalie was Senior Vice President of Operations at Veolia North America, directing all activities related to Energy, Water, Environmental Solutions and Services including Oil &amp; Solvent Regeneration and Industrial Cleaning activities. Nathalie also served as Vice-President in the North American Mines and Metallurgy Group at SNC-Lavalin: in this capacity, she led teams dedicated to mining environment, mining infrastructure and plants services. Nathalie started her career with Accenture where she managed large program, major operational transformation, operational and information systems integration.



Nathalie currently sits on the following boards: Energir (diversified energy company), Transportadora Associada de Gás S.A. (natural gas transmission), Student Transportation of America (School bus services), Plenary Americas and Industrial French Chamber of Commerce (CCIf). She previously sat on the following boards: Consortium Santé Montréal &#8211; PPP responsible for CHUM hospital (2018-2020) and AEMBQ (Association des Entreprises en Maintenance du Bâtiment du Québec) (2019-2020).



Nathalie holds a bachelor&#8217;s and a master&#8217;s degree in chemical engineering from École Polytechnique de Montréal. Nathalie holds a professional engineer certificate in the province of Quebec. She is also a certified project management professional (PMP) and a certified board member (ASC &amp; C. Dir).

Nathalie Viens

As Chief Financial Officer, based in the Vancouver office, Nigel is responsible for the oversight of the Group Finance, Tax and IT functions and works closely with the CEO on corporate initiatives and other operational matters.



Prior to joining Plenary, Nigel was the CFO for a portfolio of small-cap, publicly-listed companies, which involved the management of complex restructurings. Before relocating to Vancouver in 2009, Nigel spent 16 years in London where he was a Director in Mergers &amp; Acquisitions at Citigroup, advising large corporate and private equity funds on cross-border public and private transactions and related financings.&nbsp;



Nigel obtained his Chartered Accountant designation from Ernst &amp; Young in Toronto and has an M.A. in Economics from Queen’s University.

Nigel Kirkwood

Oliver Barbagallo

Oliver is based in the United Arab Emirates and is responsible for originating infrastructure development opportunities and leading Plenary’s bid teams for infrastructure projects across the Middle East. He is also responsible for leading Plenary’s Middle East business as the co-head of the regional platform.



Oliver has been actively involved in all Plenary’s development activities in the region and has extensive experience in successful project origination – leading the financial and commercial structuring and execution of PPP projects across the education, health, accommodation and transportation sectors. Oliver was instrumental in the successful Plenary bids for the Zayed City Schools PPP project and a number of ongoing processes.



Oliver joined Plenary after five years with Macquarie Capital based in Singapore, where he was responsible for managing the development and delivery of a range of renewable energy and infrastructure projects across the Asian region. Prior to joining Macquarie, Oliver established the PPP function for Samsung C&amp;T in Seoul, Korea and developed PPP projects in Australia, Asia, North America and Europe. Oliver worked in business development roles for Transurban in Australia prior to his time in Asia and the Middle East.

Olivier Renault is responsible for the development and implementation of CDPQ’s investment strategy in infrastructure in North America. 



Prior to that, he was a senior member of the Infrastructure and Energy team with a focus on transaction origination and execution across North America. In this role, he has been involved in some of CDPQ’s largest transactions, including Plenary Americas, Vertical Bridge, DP World (Canada, Chile, Australia and Caucedo in the Dominican Republic), Student Transportation of America, Southern Star Central Corp., IPALCO Enterprises Inc. (Indianapolis Power &amp; Light) and Invenergy Renewables in the United States, as well as Fluxys and Interconnector UK (regulated gas transmission) in Europe.



Before joining CDPQ, Olivier was a Senior Principal with Arcus Infrastructure Partners (formerly Babcock &amp; Brown European Infrastructure Fund), a European-focused infrastructure fund based in London with two billion euros under management.



He holds a Bachelor of Commerce (specializing in accounting) from Université du Québec à Montréal (ESG-UQAM). He is also a Chartered Financial Analyst (CFA).

Olivier Renault

Patrick joined Plenary in May 2008, and has been heavily involved in some of Plenary&#8217;s most significant projects and opportunities.



He leads the Sydney Origination team, responsible for pricing, structuring, negotiating and execution of transactions from inception to financial close.



Patrick is actively involved in all projects tendered in the NSW market and successfully led the Plenary team on the Sydney Metro Northwest project, and stages 1 and 2 of the Gold Coast Light Rail project.



Before joining Plenary, Patrick worked for five years as an Investment Manager for Telereal Trillium in London, a property and infrastructure investment company.



At Telereal Trillium Patrick was involved in transactions for major European infrastructure assets, property portfolios and PFI concessions.

Paul Crowe

Paul is a Director and Chief Investment Officer for Plenary Group in Asia Pacific.



As Chief Investment Officer, he is responsible for Plenary’s deal origination, structuring and negotiation in the region.



Paul has extensive industry experience having operated in infrastructure and finance markets for more than two decades and is a recognised industry expert in public-private partnership developments.



Paul has been extensively involved in the structuring and execution of most of Plenary&#8217;s major infrastructure investments in the region and has lead Plenary’s Origination team for almost 10 years.



Paul holds a Bachelor of Engineering (Hons), Bachelor of Science and Master of Applied Finance.

As Senior Vice President &amp; General Counsel, Paul is responsible for managing legal and commercial issues across Plenary’s portfolio at both the corporate and project levels.



Paul has more than 20 years of project finance and public-private partnership (P3) experience in North America, Europe and Asia as a lawyer and, at Plenary, as Co-Head of the Project Structuring &amp; Investment Group. In that role, he provided executive oversight for teams bidding, closing and delivering dozens of P3 projects in Canada and the United States under a variety of risk allocation approaches and sectors, including the Ontario Line Rolling Stock, Systems, Operations and Maintenance (RSSOM) project (Ontario), the Centre for Addiction and Mental Health (CAMH) Phase 1C project (Ontario), the University of Idaho Utility System P3 concession (Idaho), and the East Rail Maintenance Facility project (Ontario).



Prior to joining Plenary in 2012, Paul practiced as a corporate and project finance lawyer in New York, Washington, D.C., and Toronto. Paul is a graduate of the University of Auckland, the London School of Economics and New York University School of Law, and a Member of the Law Society of Ontario and the New York Bar.

Paul Martin

Paul is co-founder and Chair of Plenary, and was the Asia Pacific CEO from 2004 until 2019.



He is Chair of the Parklife Metro entity delivering the <a href="https://plenary.com/anz/project/sydney-metro-western-sydney-airport-sstom">Sydney Metro &#8211; Western Sydney Airport PPP</a> and represents Plenary on the boards of the <a href="https://plenary.com/anz/project/sydney-metro">Sydney Metro North West and City and Southwest projects</a>.



Before Plenary Paul worked at ABN AMRO for nine years in the Infrastructure Capital team, including as head of the group. Prior to ABN AMRO, Paul worked at KPMG in the Audit and Advisory division.

Ray is a founding director of Plenary Group. He has more than 25 years experience in banking and capital markets underwriting for the Australian corporate, institutional and infrastructure marketplace.&nbsp;



Plenary Group manages a portfolio PPP projects across Australia, Canada and the US including a significant number of market leading PPP projects, most notably The Sydney Metro Northwest and The Victorian Comprehensive Cancer Centre.&nbsp;



Prior to joining Plenary Group, Ray spent eleven years at leading Australian financial institutions BZW Australia Limited and ABN AMRO, having previously spent 10 years as a chartered accountant with Price Waterhouse, Sydney, and KPMG in Dublin.&nbsp;



Ray is also a non-executive director of the Commonwealth Government business enterprise, the Moorebank Intermodal Company.

Based in London, Richard leads Plenary’s European business focused on developing greenfield infrastructure opportunities.



Before joining Plenary he was a Senior Vice President at Macquarie Capital, where he worked on more than €4bn of successfully closed project finance investments and PPPs over 10 years.



Highlights included leading all of Macquarie Capital’s PPP activities and investments in Ireland for eight years, including the successful tender and closing of three social infrastructure projects, the first Irish Social Housing Bundle PPP, the East and Central Quad PPP at Technological University Dublin’s Grangegorman campus, and the Higher Education Bundle 1 PPP. For two of these projects, he was the chairman of the SPV board from financial close to start of operations.



Prior to that, Richard worked as a chartered civil engineer for 12 years across public transport infrastructure in the UK.

Sergio is responsible for the structuring and successful tendering of infrastructure projects for development, operations, long-term ownership and management by Plenary.&nbsp;



Sergio has been actively involved in all projects tendered in NSW and has extensive experience in successful project origination &#8211; leading the financial and commercial structuring and execution of PPP projects across the accommodation, transportation and health sectors. Sergio was instrumental in the successful Plenary bids for the Queensland Schools Project, The Sydney Metro Northwest Project and the Toowoomba Second Range Crossing Project.&nbsp;



Prior to joining Plenary, Sergio spent over five years at a specialist actuarial consulting practice, providing advice to both private and public sector clients across both the insurance and financial services industries.

In her current role as Vice President &#8211; Proposals, Shannon leads and provides management support for our entire Proposal team in North America (including proposal specialists in our Vancouver, Toronto, Los Angeles, Denver and Tampa offices). 



In this role, Shannon ensures quality control and compliance of all of our bid submissions (including responses to requests for qualifications and requests for proposals), leads the development and production of complex proposals, provides training and performance reviews for our team of proposal specialists and coordinators and works with the Group Heads of the Project Structuring &amp; Investment team on resourcing allocation across all of our pursuit activities in North America.



Prior to her current leadership role, Shannon worked as a Proposal Specialist and Proposal Manager where she was responsible for producing many of our successful P3 pursuits including the Washington DC Smart Street Lighting Project, Abbotsford Courthouse, Stoney CNG Bus Storage and Transit Facility, Long Beach Civic Center P3 and UC Merced 2020 projects.



Shannon has also led and participated in a number of our important corporate initiatives including managing Plenary’s intranet and external project websites and overseeing content production for a number of our social media and marketing initiatives.

As Group Head, Business Development and Partnering, Sia Kusha is responsible for Plenary Americas’ strategic business development, partnering and project development activities across North America. 



Based in Tampa, Sia coordinates Plenary&#8217;s efforts to identify and assess new markets, project opportunities (buildings and civil), liaise with relevant authorities and solidify teaming.



Sia joined Plenary after more than 35 years in the engineering and construction industries, including the last five years at AECOM where he was most recently the Managing Director of Integrated Delivery Services, responsible for their opportunity pipeline and partnering across their five business lines (Transportation, Water, Power, Environment, Buildings &amp; Places) in the Americas.



Sia is fellow of the American Council of Engineering Companies and a registered professional engineer in FL, GA, NC, AZ, MN and WI.

Sophie is a Director for Legal Affairs at CDPQ, exclusively dedicated to assisting the infrastructure investment team for North America and LATAM. 



She has been involved in several high-profile transactions such as Plenary Americas, DP World/CDPQ platform and TAG (Brazil). She currently also sits on the board of Student Transportation of America.



Sophie has almost 10 years’ experience advising on various aspects of infrastructure projects including development, mergers/acquisitions and litigation. She spent several years as an associate in the Paris office of Simmons &amp; Simmons before serving as in-house counsel with SunPower, a subsidiary of Total SA, for the EMEA-APAC region. There she advised on all stages of solar power plant development including land rights, regulatory aspects, partnerships and co-developement, up to construction and O&amp;M.



Sophie holds a Bachelor of Science, with distinction, from McGill University and an LL.B. from University of Montreal. She also completed a Master’s degree in International Private Law at Paris II – ASSAS (France). She is member of the Quebec Bar (Montreal) and of the Paris Bar.

Stephanie is responsible for project communications across Plenary&#8217;s active North American projects. She also manages Plenary’s corporate communications, marketing and media relations for North America.



Prior to joining Plenary Americas, Stephanie planned and implemented comprehensive communications programs for large infrastructure projects as a Director at Kirk &amp; Co., a leading strategic communications and public consultation firm in B.C. She has extensive P3 communications experience on both the client and public sector side of projects and previously worked at Partnerships BC, supporting the development of P3s in B.C.



Stephanie has an undergraduate degree from the University of British Columbia and a Master’s Degree from the University of Waterloo.

As Managing Co-Head of the Project Structuring &amp; Investment (PSI) group, Stuart manages, co-leads and provides executive support for the PSI group in the Americas, including Plenary’s east and west coast offices in Los Angeles, Tampa, Toronto and Vancouver. 



The PSI team is responsible for Plenary’s infrastructure development and investment activities including project development, bidding, commercial and financial structuring and equity investment in greenfield infrastructure projects and secondary acquisitions.



Stuart has 25+ years’ of project finance and public-private partnership (P3) experience across the U.S., Canada, Europe and Australia. He has successfully led bidding consortia under a variety of risk allocation approaches including availability payment and hybrid real estate models in the social infrastructure and civil/transportation sectors. Stuart’s resume of leading successful P3 pursuits in the U.S. includes the UC Merced 2020 Project (California), Long Beach Civic Center &amp; Port Headquarters Project (California), Long Beach Court House (California), Presidio Parkway (California), Port of Miami Tunnel (Florida) and SH183 (Texas) projects. Stuart has also provided executive oversight and support in closing more than 15 infrastructure projects in North America, including in the social infrastructure, transportation, broadband and campus utility sectors.



Prior to joining Plenary in 2013, Stuart worked for a number of global infrastructure developers and investors and practiced as a project finance lawyer at Magic Circle and Big Six law firms in London and Sydney. Stuart holds a Bachelor of Arts/Law from University of Queensland (Australia) and a Master of Business Administration from INSEAD (France). Stuart lives in Los Angeles with his husband and participates on the board of non-profit public benefit corporation in California.

Tia is responsible for leading Plenary’s people-related functions across North America, including HR strategy, talent management and acquisition, compliance and governance, diversity and inclusion and overall organizational effectiveness.



Prior to joining Plenary, Tia held senior HR roles and served as an advisor to executive leadership across a number of industries, including healthcare, financial services and information and technology. She has extensive knowledge in employment legislation and significant experience executing complex people strategies and initiatives.



Tia has a Bachelor’s Degree in Human Resources and Industrial Relations from the University of Toronto and has been a guest speaker for the Human Resources Professional Association in Canada.
