Paul is co-founder and Chair of Plenary, and was the Asia Pacific CEO from 2004 until 2019.



He is Chair of the Parklife Metro entity delivering the <a href="https://plenary.com/apac/project/sydney-metro-western-sydney-airport-sstom">Sydney Metro &#8211; Western Sydney Airport PPP</a> and represents Plenary on the boards of the <a href="https://plenary.com/apac/project/sydney-metro">Sydney Metro North West and City and Southwest projects</a>.



Before Plenary Paul worked at ABN AMRO for nine years in the Infrastructure Capital team, including as head of the group. Prior to ABN AMRO, Paul worked at KPMG in the Audit and Advisory division.



Paul is also a board director of SCEGGS Darlinghurst and the Belvoir Theatre.

Paul is Chief Executive Officer and a Director for Plenary Group.



Paul became Plenary’s Chief Executive Officer in July 2025. He&nbsp;oversees the day-to-day running of Plenary’s business in&nbsp;<a href="https://plenary.com/apac">Asia Pacifi</a><a href="https://plenary.com/anz">c</a>,&nbsp;<a href="https://plenary.com/middle-east">the Middle East</a>&nbsp;and&nbsp;<a href="https://plenary.com/uk-europe">UK and Europe</a>, managing a multi-disciplinary team of professionals and driving the company’s growth strategy.



Prior to this role, Paul was Plenary’s Chief Investment Officer, where he was responsible for Plenary’s deal origination, structuring and negotiation across these regions.



Paul has extensive industry experience having operated in infrastructure and finance markets for more than two decades and is a recognised industry expert in public-private partnership developments.



He has been heavily involved in the structuring and execution of most of Plenary’s major infrastructure investments and led Plenary’s Origination team for over 10 years.



Paul holds a Bachelor of Engineering (Hons), Bachelor of Science and Master of Applied Finance.

David joined Plenary at its inception in 2004, and since that time has played an integral part in the development of the business from its standing start to becoming a market leading infrastructure business that Plenary is today.



David was Plenary&#8217;s Chief Executive Officer from the beginning of 2020 to mid-2025, and oversaw the day-to-day running of Plenary’s business in <a href="https://plenary.com/apac">Asia Pacific</a>, <a href="https://plenary.com/middle-east">the Middle East</a>, and <a href="https://plenary.com/uk-europe">UK and Europe</a>, managing a multi-disciplinary team of professional staff and driving the group’s growth strategy.



David transitioned into this role from his former role as Chief Investment Officer, which he held since 2017. As Chief Investment Officer, he was responsible for Plenary’s capital deployment, specifically including the implementation and management of the group’s corporate debt and other financing relationships, with oversight of new investments and divestments at a corporate level.



He previously held the position of Head of Origination, being ultimately responsible for Plenary’s pursuit of project opportunities and during which time he was actively involved in the structuring, negotiation and execution of a number of projects undertaken or tendered by the group.



From 2012, he was responsible for the oversight and management of Plenary&#8217;s interest in the <a href="https://southwharfmelbourne.com.au/" target="_blank" rel="noreferrer noopener">South Wharf Melbourne</a> retail and commercial precinct, developed in conjunction with the <a href="https://plenary.com/apac/project/melbourne-convention-and-exhibition-centre">Melbourne Convention Centre</a> project.



Before joining Plenary, David worked at <a href="https://www.abnamro.com/en/home" target="_blank" rel="noreferrer noopener">ABN&nbsp;AMRO</a> in the Melbourne-based Infrastructure Capital team which had, at that time, a market-leading position in the delivery of social infrastructure projects, having been responsible for more than 30 successful projects.



Previous roles for David included property investment banking and several years working as a property and commercial lawyer.

Emma has more than 25 years&#8217; experience as a lawyer including 17 years as a partner at top-tier law firm Allens. During her time at Allens, Emma led the firm’s national projects and development practice and was a member of the firm’s executive committee.



Emma has a long history with Plenary having been the lead legal adviser on many Plenary projects including the AgriBio Centre for AgriBioscience, Single LEAP 1 and 2, Western Roads Upgrade, Sydney Metro City and Southwest and Gold Coast Light Rail.



On retiring from the Allens partnership in 2022, Emma runs her own executive coaching and leadership development business.



She is an active member of Chief Executive Women and long-time supporter of Western Chances.



Emma holds a Bachelor of Arts and Bachelor of Laws (Honours) from the University of Melbourne and is currently completing a Master of Science in Coaching Psychology at the University of Sydney.

John O’Rourke is a co-founder and non-executive director of Plenary, a global investor, developer and manager of public infrastructure, specialising in public-private partnerships (PPPs).



John was Plenary’s inaugural Chair from Plenary’s inception in 2004 to 2024.



Since the establishment of Plenary in Australia in 2004, Plenary has developed a portfolio of infrastructure assets across Australia, North America, United Kingdom and the Middle East.



Prior to establishing Plenary in 2004, John spent 10 years leading the Melbourne-based Infrastructure Capital business of ABN AMRO (formerly BZW).



He is a board member of the Australian Grand Prix Corporation and in December 2022 appointed President of the Richmond Football Club where he had been a member of the board since 2015.



John was also a board director of the Victoria Racing Club from 2011-2020, and during his term served as Honorary Treasurer and Vice Chairman.

Ray is a founding director of Plenary Group. He has more than 25 years experience in banking and capital markets underwriting for the Australian corporate, institutional and infrastructure marketplace.&nbsp;



Plenary Group manages a portfolio PPP projects across Australia, Canada and the US including a significant number of market leading PPP projects, most notably The Sydney Metro Northwest and The Victorian Comprehensive Cancer Centre.&nbsp;



Prior to joining Plenary Group, Ray spent eleven years at leading Australian financial institutions BZW Australia Limited and ABN AMRO, having previously spent 10 years as a chartered accountant with Price Waterhouse, Sydney, and KPMG in Dublin.&nbsp;



Ray is also a non-executive director of the Commonwealth Government business enterprise, the Moorebank Intermodal Company.

Belinda is Head of Sustainability and ESG and a Queensland Representative for Plenary.



She is responsible for formulating Plenary’s sustainability and ESG charter and strategy and for overseeing the implementation of sustainability and ESG initiatives.&nbsp;



Belinda also provides commercial advisory services across Plenary’s Queensland-based projects and as a representative of Plenary in Queensland.



Prior to joining Plenary, Belinda held senior in-house legal roles in Australia and overseas, including as the general counsel of a multinational full-service telecommunications company, advising on a broad range of corporate, commercial, finance, regulatory and telecommunications matters in the UK, the US, Latin America and the Caribbean.



During this time Belinda developed a deep appreciation of the power of well-planned and deployed infrastructure to deliver transformative outcomes for local communities.&nbsp;



Belinda holds undergraduate degrees in Business and Law from Queensland University of Technology, a Master of Laws from University of Melbourne,&nbsp;and a Graduate Certificate in Sustainability from the University of Sydney.

Carl is Co-Head of Plenary’s Asia Pacific Origination business, which focuses on the bidding and development of infrastructure projects throughout the region.



As Co-Head, Carl leads the Melbourne Origination team and is responsible for pricing, structuring, negotiation and execution of transactions from inception to financial close.



Since joining Plenary in 2006, Carl’s project experience has seen him leading and contributing to numerous bids throughout the region and projects such as the Melbourne Convention Centre and the Exhibition Centre Expansion, Victorian Comprehensive Cancer Centre, High Capacity Metro Trains and the New Footscray Hospital.



Before joining Plenary, Carl gained significant experience working in Australia and the United States with Honeywell.

Chi-Ling is Plenary’s most senior representative in Asia, having joined Plenary in 2006, and has been based in Singapore since the establishment of Plenary’s Singapore office in 2008.



She became CEO of Plenary Asia Pte Ltd in 2022, and as Group Head of Debt, she now has oversight of debt-raising processes for Plenary’s projects in Asia Pacific, the Middle East, and UK and Europe.



Chi-Ling has specialised in advising upon and arranging debt financing for a wide range of Plenary’s public-private partnership projects, and was responsible for the successful financing of the majority of our major infrastructure investments in Asia Pacific.



Her experience includes arranging debt financings for the Zayed City Schools PPP in Abu Dhabi, Sydney Metro Northwest and its City &amp; Southwest extension, and the first two stages of the Gold Coast Light Rail project, and she managed the original debt financings for the Toowoomba Bypass, Victorian Comprehensive Cancer Centre and Barwon Biosolids Management projects.



Before joining Plenary, Chi-Ling worked in Hong Kong and Melbourne for the Bank of Tokyo-Mitsubishi UFJ where she was responsible for sourcing and executing project and corporate financing transactions across Asia Pacific.



Prior to joining BTMU, Chi-Ling was based in London where she was responsible for the non-recourse financing of a number of major independent power projects for InterGen, and was previously a key member of the project finance advisory team of Schroders in London.

Chris Clifton

Chris is Chief Operating Officer for Plenary Group, and has ultimate responsibility for Plenary’s assets through both delivery and operational &nbsp;phases. He also acts as a Director on a number of the SPV boards.



Chris joined Plenary in 2010, has over 20 years construction, asset management and infrastructure advisory experience. He holds a Bachelor of Engineering (Hons) and Bachelor of Commerce along with a PhD. He is also is a graduate of the Australian Institute of Company Directors.

Chris leads the development and implementation of Plenary’s communications and stakeholder engagement strategies at a corporate level and across Plenary’s projects and communities.



Responsibilities include media and external communications, market positioning, stakeholder and community engagement, and ESG initiatives.



He leads Plenary&#8217;s <a href="https://plenary.com/apac/about/reconciliation">reconciliation</a> journey, championing Plenary’s reconciliation initiatives with First Nations peoples and organisations in Australia. In 2020, he led the development and implementation of Plenary’s inaugural Reconciliation Action Plan and, as chair of the RAP working group, leads its ongoing development and implementation.



Chris joined Plenary in 2015 with more than a decade of experience across the public and private sectors.



He acts a Trustee on behalf of Plenary for the <a href="https://www.ceda.com.au/" target="_blank" rel="noreferrer noopener">Committee for Economic Development of Australia</a>, is a member of the Victorian Government&#8217;s <a href="https://www.rdv.vic.gov.au/regional-partnerships/central-highlands" target="_blank" rel="noreferrer noopener">Central Highlands Regional Partnership</a> advisory board, is a board member of the <a href="https://ballaratfoto.org/" target="_blank" rel="noreferrer noopener">Ballarat International Foto Biennale</a> and is a former board member and treasurer of the <a href="https://www.iabcvic.com.au/" target="_blank" rel="noreferrer noopener">Victorian chapter of International Association of Business Communicators</a>.

Clare Shiell joined Plenary in October 2022 and has strategic oversight of Plenary’s delivery phase projects. Clare provides essential support to project teams, senior management and the Plenary board to understand and manage the risks and challenges within our delivery assets. Clare is also a member of the Plenary executive leadership team. &nbsp;



Clare has over 24 years’ experience across public and private sector corporations, including executive positions at the Department of Justice, Department of Health, and private sector infrastructure organisations.&nbsp; Clare has been involved in and has led the delivery and operations of some of Victoria’s largest public-private partnerships in justice and health.

Clare Shiell

As Group Head of Infrastructure, Damien manages, leads and provides executive support for Plenary’s Origination team across Asia Pacific, the Middle East, and UK and Europe.



The Origination team Damien manages is responsible for Plenary’s business development, partnering, bidding, infrastructure development and equity investment activities in greenfield public private-partnership projects.



Damien is based in Melbourne and has over 25 years of project and structured finance and public-private partnership experience across Asia Pacific and Europe. He has successfully led bidding consortia under a variety of risk allocation approaches, including availability payment and hybrid real estate models in the social infrastructure and civil/transportation sectors.



Damien’s leadership of and participation in successful public-private partnership bids in Australia includes the High Capacity Metro Trains, the Western Roads Upgrade, the Victorian Comprehensive Cancer Centre and Sydney Metro Northwest projects.



Damien has also provided executive oversight and support for more than 15 infrastructure projects and refinancings in the Asia Pacific, including in the social infrastructure, transportation and university sectors, and sits on Plenary’s Investment Committee, Regional and Project Company boards.



Prior to joining Plenary in 2010, Damien worked in institutional and investment banking, and for global infrastructure developers in Melbourne, London and Singapore. 



Damien holds a Bachelor of Commerce/Agricultural Science from the University of Melbourne (Australia) and is a Fellow of the Financial Services Institute of Australasia.

As Head of Property, George is responsible for all of Plenary’s property development and investment activities in the Asia Pacific region.



With over 25 years’ experience in the Australian and UK markets, George has expertise across all stages of the development lifecycle. 



He joined Plenary in 2021 and has been extensively involved in the successful tendering and delivery of Plenary’s recent property projects in the health, education, transit-oriented and mixed-use development sectors over the past four years.



Prior to joining Plenary, he worked for global development, investment, and construction companies, delivering large-scale mixed-use projects.



George holds a Master of Business Administration from the University of Western Australia, a Bachelor of Building (Construction Management) from the University of Technology Sydney and has completed a Corporate Finance Programme at London Business School.

John is an experienced projects and infrastructure lawyer. He joined Plenary in 2016.



John is responsible for legal, risk, governance and compliance issues across Plenary’s Asia Pacific business. He also serves as company secretary for the majority of Plenary’s project portfolio.



Before joining Plenary, John worked as a specialist PPP investment counsel for a large European infrastructure business.



He has also worked in project finance for one of Australia’s leading law firms and worked at an Australian toll road concessionaire assisting with construction issues.

With more than 15 years’ people and culture experience, Kate has deep expertise in HR strategy, organisational culture and development, talent acquisition and automation.



Prior to joining Plenary in 2022, Kate held senior people and culture roles with Insurance Australia Group, AUB Group and Victorian Managed Insurance Authority.



Kate is a former member of PwC’s Skills for Australia Committee and founded a learning and development academy for the financial services industry, one of the programs receiving an ANZIIF finalist nomination for learning program of the year.



She is also the co-founder of digital culture start-up The Workability Index.



Kate holds a Master of Business Administration majoring in Human Resources Development from the Australian Institute of Business.

Lee is Co-Head of Plenary’s Asia Pacific Origination business, which focuses on the bidding and development of infrastructure projects throughout the region.



As Co-Head,&nbsp;Lee leads the Sydney Origination team and is responsible for pricing, structuring, negotiation and execution of transactions from inception to financial close – with a focus on NSW, Queensland and the Northern Territory markets. He is also Plenary’s representative on the board of Gold Coast Light Rail.



Lee joined Plenary in 2015, initially working on Stage 2 of the Gold Coast Light Rail and subsequently on the City and Southwest augmentation of Sydney Metro. He also led the Plenary consortium in its successful bid for the Inland Rail PPP.



Prior to Plenary, Lee held various roles in infrastructure investment with AMP Capital’s Infrastructure team and in infrastructure development as Project Director, Commercial, for Moorebank Intermodal Company Limited.&nbsp;Lee also provided infrastructure advisory services as an independent consultant.

Matt Crocker is a strategic advisor with extensive experience in infrastructure, public policy and corporate strategy. As Head of Market Development and Corporate Affairs at Plenary, he is responsible for Plenary’s advocacy for private capital solutions, and for leading Plenary’s corporate affairs function, which includes communications, government and stakeholder relations, and brand and reputation activities.



Prior to joining Plenary, Matt served as Policy Director for three NSW Premiers—Gladys Berejiklian, Mike Baird, and Barry O’Farrell—between 2009 and 2019, shaping major infrastructure, economic and social policy. He has been a strategic advisor to the University of Technology Sydney, the Susan McKinnon Foundation, Westpac and the Australian Energy Market Commission, and was also the Chief Operating Officer at health insurer Manchester Unity.



In addition, Matt is Deputy Chair of the Sydney Institute of Marine Science, Deputy Chair of the Biennale of Sydney, Deputy Chair of United Way Australia and a Board Member at the Committee for Sydney.

Morné has been the Chief Financial Officer of Plenary Group since its establishment in 2004.



Morné is responsible for the structuring of the Group’s equity interests, managing its risk profile and treasury function. He developed Plenary Group’s internal control and financial reporting frameworks from inception, and built and leads the corporate and finance teams of the business. Morné also acts as a Director and Company Secretary of the Group&#8217;s project entities.



After his career with PricewaterhouseCoopers in Johannesburg, Morné worked for both Credit Suisse First Boston and Schroder Investment Management in London before migrating to Australia in June 2000. Following a role as Chief Operating Officer of a diverse unlisted investment vehicle, Morné was well-equipped to join the Plenary Team.

Patrick joined Plenary in May 2008, and has been heavily involved in some of Plenary&#8217;s most significant projects and opportunities.



As Chief Investment Officer, he is responsible for deal origination, investment decision-making and capital deployment across Asia Pacific, the Middle East, and the UK and Europe.&nbsp;



Prior to this role, Patrick led the Sydney Origination team and was responsible for stewarding projects from inception through tender, delivery and into operations.&nbsp;He successfully led, and remains a Board Member, on the Sydney Metro Northwest and the City and Southwest projects, and the Sydney Metro Western Sydney Airport project.



Before joining Plenary, Patrick worked for five years as an Investment Manager for Telereal Trillium in London, a property and infrastructure investment company. At Telereal Trillium Patrick was involved in transactions for major European infrastructure assets, property portfolios and PFI concessions.

As Group Head of Development, Sergio is responsible for the structuring and successful tendering of global real asset projects for development, investment and management by Plenary.&nbsp;&nbsp;



Sergio is based in Sydney and has over two decades of experience in successful project origination – with active involvement in the development, structuring, negotiation, execution and investment of a number of projects undertaken by Plenary across a variety of sectors, including health, education, life sciences, accommodation, transportation, defence and renewables.



Since joining Plenary in early 2005, Sergio has been actively involved in virtually all of Plenary’s projects tendered in NSW. He has also been instrumental in Plenary’s successful diversification from a globally recognised infrastructure specialist into a leading developer, investor and manager of projects in the property, precincts, housing, independent living and renewables sectors. 



Prior to joining Plenary, Sergio spent over five years at a specialist actuarial consulting practice, providing advice to both private and public sector clients across both the insurance and financial services industries.



Sergio holds a Bachelor of Commerce (Hons) from the University of Western Australia and is Fellow of the Institute of Actuaries Australia.

As Group Head of Strategy and Corporate Development, Warwick is responsible for much of Plenary’s corporate development activity. 



Notable highlights include leading Plenary’s capital raise and Middle East joint venture with ADQ; leading the strategy for Plenary’s entry into the European market in 2022; Plenary’s portfolio refinancing in 2021; and developing Plenary’s Crowne Plaza hotel in Geelong, Australia (currently under construction).



Warwick joined Plenary in 2013 after a successful career in law and corporate mergers and acquisitions. He has worked on and led project and corporate finance transactions totalling over A$15b, including the capital raise which resulted in ADQ’s investment in Plenary.



Warwick holds an LLB (Hons) and BCom (Finance) from Melbourne University.
