The Watty Vos Boulevard (WVB) project is a 22.5-year concession with the Government of Aruba for the design, construction and financing of a 21-kilometre-long, four-lane arterial road between Aruba’s main international airport and the island’s key tourist areas, as well as the provision of operations and maintenance services for the roadway.

Construction was completed in 2019 and the project became fully operational in December 2020. Operations and maintenance are self-performed by the WVB Project Company, VBA. Plenary acquired a 100% economic interest in the WVB Project Company from InfraRed in July 2022.

The Project elements included the following:

  • Construction of a new, 7-kilometre-long, 2×2 lane arterial road around Oranjestad,
  • Renovation of the existing road over a length of approximately 14 kilometres,
  • Construction of 2 overpasses,
  • Construction of 14 new roundabouts,
  • Construction of 15 kilometres of new cycle routes
