As Co-Head of the Project Structuring & Investment (PSI) group, Mike co-leads and provides executive support for the PSI group in the Americas, with a particular focus on civil infrastructure, transportation, utilities, and industrial assets.

The PSI team is responsible for Plenary’s infrastructure development and investment activities including project development, bidding, commercial and financial structuring and equity investment in greenfield infrastructure projects and secondary acquisitions.

Mike has 20+ years of P3, finance, and construction experience across North America, the Caribbean, and the UK. He has led the successful development of numerous critical infrastructure P3 projects, and he continues to provide ongoing investment support and executive oversight to ensure achievement of project cost and performance outcomes. These diverse projects include a range of asset types, covering civil infrastructure, transit, buildings, real estate, and industrial facilities, and have been delivered under a range of P3 procurement and commercial structures. He continues to lead the structuring and development of complex infrastructure assets, while providing executive guidance and oversight across Plenary’s development efforts.

Prior to joining Plenary, Mike worked for a global construction services firm and in investment banking. Mike holds a Bachelor of Science from the University of Florida, a Master of Business Administration from Harvard Business School, and is a licensed general contractor in California. Mike resides in Tampa, where he serves on the board of the Tampa Museum of Art.
