Plenary’s Progressive Education Partners team is thrilled to announce it has achieved commercial close with Prince George’s County Public Schools (PGCPS) on the $800 million Blueprint Schools Phase II project.

PGCPS has more than 130,000 students and 22,000 employees, and many existing facilities require substantial maintenance upgrades. The Phase II project will see the construction of eight (8) new school facilities grouped into three (3) separate bundles. Schools selected as part of the Phase II project have been identified either due to the current condition of the existing school or as a result of population growth within the surrounding community.

The scope of the project includes:

  • Design and construction of eight (8) schools throughout the County with three staggered completion dates across a four-year construction period.
  • Demolition of several existing school facilities.
  • Maintenance and rehabilitation for each school throughout the 30-year term.

Members of the Progressive Education Partners team include:

  • Lead developer and equity member: Plenary Americas
  • Equity members: EllisDon Capital and Phoenix Infrastructure
  • Design-Builder: MCN Build
  • Lead designer: Perkins Eastman
  • Operations & Maintenance: EllisDon Facilities, US Facilities, RSC Electrical and Mechanical

In the coming weeks, PGCPS and the Progressive Education Partners team will work toward reaching financial close. The three bundles of schools that comprise the project are expected to be completed by summer 2026, 2027 and 2028.
