Sponsor/Developer of the Year: Plenary Americas
For the third year in a row, Plenary Americas took home P3 Bulletin’s Sponsor/Developer of the Year. The judges were impressed by the level of detail in Plenary’s submission which demonstrated the firm’s continued drive to develop and promote the P3 model across geographies and sectors.
Best Social Infrastructure Project AND Best Energy Project : DC Smart Street Lighting Project
The 15-year performance-based contract between the District of Columbia and Plenary Infrastructure DC will convert approximately 75,000 existing lights to LED technology; install remote monitoring and control systems for the streetlight network; install 239 wireless access points as part of the smart city approach and maintain and improve the streetlight assets over the course of the deal.
The judges welcomed this as a true trail-blazing project that can act as a reference point for future deals in the sector. They also welcomed the significant value for money that the project offers and lauded the project’s contribution to tackling carbon emissions across the District.
Best Utilities Project: NCDOT 600-Mile Broadband Project
The project seeks to create a fiber backbone along the 600-mile route of I-95, US 70, and US 74 for the North Carolina Department of Transportation’s current and future technology needs. It aims to expand the state’s fiber network for universal access, including rural areas, schools, police, emergency response and economic development. The project will also look to use excess capacity to increase commercialization opportunities for the private sector.
The judges concluded that this project will contribute significantly to middle-mile broadband infrastructure, adding that this provides an important pathway for other states to follow in development their internet connectivity through the use of state rights-of-way.
Gold Award for Infrastructure: Library and Archives Canada’s Gatineau 2 Project
The $330-million (NPV) state-of the-art new Preservation Storage Facility, built as part of the Gatineau 2 project, reached substantial completion in June 2022. It sits next to and complements the existing award-winning Preservation Centre in Gatineau, Que., which is also undergoing improvements as part of this DBFOM project. The Preservation Storage Facility is the first net-zero carbon building dedicated to archival preservation in the Americas and is the largest facility of its kind in the world equipped with a high-tech automated storage and retrieval system. Overall, the Gatineau 2 project is enabling Library and Archives Canada to ensure that our country’s precious collections are kept under optimal preservation conditions and is setting a new benchmark for archival facilities worldwide.
Northeast Region Deal of the Year: DC Smart Street Lighting Project
The Northeast winner is the District of Columbia’s $309 million long-term P3 agreement with Plenary Infrastructure DC, the nation’s largest urban streetlight modernization project to use the public-private partnership model. It was also the first street lighting project to make use of tax-exempt private activity bonds, with $144 million of PABs joined by a $15 million tranche of taxable bonds.
