The Role
The Senior Outside Plant (OSP) Designer will own the design and planning of our long-haul and major metro fiber network from concept through construction completion.
Plenary Broadband Infrastructure (PBI) is a joint venture of Plenary Americas, and Tikehau Star Infra. Today, it has major, long term, operate, maintain, and commercialization contracts for fiber systems on the interstate highways with:
- Pennsylvania Turnpike Authority (PTC)
- North Carolina DOT (NCDOT)
- Georgia DOT (GDOT)
PBI is a carrier’s carrier, with a long/medium haul business model to sell fiber capacity to hyperscale data center operators, wholesale telecom network operators, and others.
PBI operates, maintains, and commercializes a network on the Georgia DOT right of way that includes underground fiber, huts for equipment colocation, lateral fiber cables on and off the right of way, tower infrastructure and small cells, dense wave division multiplexing (DWDM) equipment, and colocations in data centers.
PBI is hiring a Senior OSP Designer to help us design, build, and operate middle-mile fiber infrastructure for the world’s leading hyperscale technology companies, national network operators, major public sector agencies, regional service providers, and specialized technology companies.
You will fill a critical role supporting a small, multi-disciplined PBI team. This is a remote role located in Pennsylvania that requires some travel.
Responsibilities
- End-to-end OSP design — route selection, permitting, construction methodology, strand maps, splice diagrams, conduit profiles, and as-built documentation — while overseeing the contracted firms that produce the detailed deliverables.
- Support and manage our facilities footprint, including inline amplification huts and data center colocation spaces, ensuring designs meet hyperscale-grade reliability requirements. This means managing vendors and providers who are providing designs for site civils, power, HVAC, equipment layout, and capacity.
- Own the design and planning of our long-haul and metro fiber networks from concept through construction completion — offering leadership and oversight, as well as hands-on support.
- Directing and managing contracted design and construction firms, coordinating across internal teams, and serving as the technical authority that keeps work on track and on standard.
- Primary technical liaison with hyperscale client engineering teams during design review and acceptance, manage relationships with permitting authorities, railroads, and right-of-way holders, and own the design schedule across concurrent projects.
- Review contractor submittals and construction drawings for technical compliance, manage RFIs and scope changes, and keep clear records and decision logs.
- Identify safety issues, third-party roadblocks, and permitting situations in the field; maintain a safe work environment, ensure all safety standards are met, and take a leadership role in establishing a strong safety culture.
- Communicate effectively, both verbally and in writing; liaise with local government agencies, contractors, and clients to ensure smooth project execution and resolve issues as they arise.
- Review contracts, ensure contract compliance, and maintain quality assurance for PBI infrastructure.
- Perform other duties as required.
Essential Skills & Qualifications
Outside Plant & Fiber Design
- 8+ years of OSP design experience with a focus on long-haul or middle-mile fiber. Experience managing contracted design firms on large-scale projects is essential.
- Proficiency with industry-standard OSP design tools (GIS platforms, AutoCAD, QGIS, VETRO, ArcGIS, or equivalent); able to direct and review the work of others using these tools.
- Working knowledge of fiber optic transmission fundamentals — optical link budgeting, OTDR analysis, span analysis — sufficient to evaluate contractor design deliverables and make sound technical decisions.
- Experience with permitting across federal, state, and local jurisdictions: USACE, FHWA, railroad, and utility coordination.
Facilities
- Experience designing or overseeing inline amplification huts or similar unmanned remote equipment enclosures, including power, HVAC, grounding, and equipment layout.
- Familiarity with data center colocation environments — power, cooling, cross-connect, rack and floor planning — and comfort coordinating with providers on space and capacity requirements.
- Working knowledge of applicable electrical and structural standards (NEC, Telcordia, Uptime Institute Tier classifications, TIA-942).
Project Management & Client Engagement
- Demonstrated ability to manage multiple large, concurrent projects — directing contracted firms, maintaining schedules, tracking deliverables, and communicating proactively with stakeholders.
- Experience serving as a technical point of contact with sophisticated external clients; prior engagement with hyperscale or cloud provider engineering teams is a strong plus.
- PMP or equivalent training is a plus; demonstrated track record carries equal weight.
- Safety-conscious attitude with strong attention to detail and problem-solving skills.
- Willingness to learn new skills, software, and technologies; stays updated with the latest industry trends, technologies, and regulatory requirements.
- Proficiency in MS Office and Google Earth, with the ability to quickly self-orient and learn new software platforms.
- Comfortable working outdoors in a variety of weather conditions; physical ability to carry 35 lbs and ascend/descend a ladder.
- Valid driver’s license and willingness to travel.
