The Role
The Project Manager, Network Delivery, will play a lead role in deploying Outside Plant (OSP) fiber optic network infrastructure for Plenary Broadband Infrastructure (PBI).
The company owns, develops, operates, and commercializes middle-mile fiber routes for hyperscalers, telecom carriers, fiber-to-the-home (FTTH) providers and data center operators, including unique routes along the entire Pennsylvania Turnpike Right-of-Way (ROW) and associated roadways interconnecting throughout the state. PBI is hiring a Project Manager in the Pennsylvania region to manage the delivery of OSP infrastructures on behalf of PBI.
This is a critical role supporting a small, multi-disciplined PBI team. This role requires approximately 50% working remotely and 50% working on the construction site throughout the Pennsylvania region. PBI is seeking a project management professional who is comfortable researching and problem solving with a high degree of autonomy.
Responsibilities
- Ensure that PBI successfully manages its obligations, meets its project commitments, mitigates risk and successfully implements a fiber optic design and construction project for a hyperscaler customer in Pennsylvania.
- The position requires supervising, directing, and ensuring all third-party coordination is performed for the project team during planning, design, installation, start-up, commissioning, turnover, and warranty phases of assigned projects, while ensuring customer satisfaction throughout and at the completion of each project.
- Read, understand, convey to clients/stakeholders project requirements, critical concerns, desired operating structure and procedures as they pertain to the requirements of the project agreement and specifications as provided by the project team.
- With the Delivery team, delivering on all critical phase gates of a program, ensuring high-quality deliverables throughout the process, overseeing and monitoring the delivery of new projects and management of operating assets to ensure:
- Executing on key client contracts through downstream design-build contractor agreements.
- Management of PBI obligations, commitments, contractual compliance and performance monitoring.
- Operational readiness and planning for service commencement.
- Cost-effective operations delivery and lifecycle planning.
- Cost management, including sub-contracts and other service providers.
- Effective stakeholder relations and client satisfaction.
- Management of project meetings for project success, including oversight of project definition, control, and reporting.
- Reporting to PBI management on the status of network delivery and asset management.
- Establishment of Quality Assurance systems.
- Suggest risk-mitigation strategies based on internal and contractor resources, capacities and locations, and support the development of implementation, project build and operational service strategies. Identify and communicate potential risks associated with a design that could impact the build. Highlight possible delays and apply innovative solutions to optimize the overall project schedule.
- Support the development of workflows between the OSP design-build systems and processes (including document management), operations related systems and processes (routine, emergency) and the Network Operations Center (NOC). Upgrade existing processes, deploy new initiatives, and recommend new solutions based on analysis and customer trends. Ensure that:
- all stakeholders hold all necessary local (county, township, city), State and National Authority certifications and licenses necessary to complete projects;
- all stakeholders maintain environmental resource compliance for the duration of projects and related warranty periods;
- design approval and permitting processes mitigate for high-risk areas; and
- Contractor Quality Control systems are in place and facilitate Owner Quality Assurance processes.
- Manage the relationships with service providers, subcontractors, equipment vendors, suppliers, clients, and management.
- Facilitate PBI’s required private property easements, rights-of-way, or wayleave discussions.
- Plan, schedule, and coordinate projects to ensure timely and within-budget completion.
- Manage and communicate budget variances.
- Oversee the use of a project tracking software database (i.e. SiteTracker or PowerBI) and ensure that information available to PBI includes milestones, status, risks, opportunities, key performance indicators, dependencies, projected completion dates, actual completion dates, series information, special crossing information, comments, references, values, environmental resources, jurisdiction or authority requirements, and related contact information.
- Provide effective verbal and written communication to ensure responsibilities are relayed accurately. Liaise with local government agencies, contractors, and clients to ensure smooth project execution and resolve any issues that arise.
- Help PBI establish a safety culture.
- Support Senior Management in all other areas as required.
- Support Regional Field Managers with other Delivery projects.
Qualifications
- A college degree or a minimum of 5 years of experience in the Project Management role for large capital projects of varying complexity and durations.
- Highly developed relationship management skills, demonstrated contract management experience, understanding of risk management, and excellent communications skills.
- ability to identify safety issues, third party roadblocks, and construction challenges.
- Strong work ethic and high level of professional integrity. The successful candidate will demonstrate initiative, commitment, strong attention to detail and problem-solving skills.
- Self-starter with ability to work both independently with minimal guidance and in a team setting.
- Strong knowledge of Microsoft Office and excellent writing and editing skills. Safety conscious attitude.
- Willingness to learn new skills, software, and technologies. Stay updated with the latest industry trends, technologies, and regulatory requirements.
- Able to work independently.
- Valid driver’s license and willing to travel.
