The Role
As a member of the Civil Delivery team, you will oversee the construction and commissioning of civil assets, manage project financial performance, and interface with project stakeholders for our growing North American portfolio. You will report directly to a Senior Vice President, Civil Delivery and be empowered to take ownership and advance your career, with our support in pursuing your professional growth.
Responsibilities
The Civil – Delivery Project Manager role includes the following responsibilities:
- Ensure Plenary meets its obligations, mitigates risk, and successfully delivers proposed bid solutions for our civil infrastructure projects across the North American market.
- Work with the team to develop cost-effective construction solutions, write and review bid text that adequately responds to the RFPs while promoting our team’s bid solution – this can involve extensive communication with our teams: contractors, consultants and operators with regular progress review to ensure that the best possible solution is developed, estimated, budgeted and memorialized in the project submission.
- With the construction delivery team, oversee and monitor the construction and delivery of new projects:
- Construction oversight and planning for service commencement;
- Oversee effective project handover to Operations team at completion of construction;
- Contractual compliance and performance monitoring;
- Cost-effective operations, delivery and lifecycle planning;
- Maximization of income opportunities and income protection through the avoidance of non-compliance events;
- Cost management, including sub-contracts, special purpose vehicle (SPV) and other service providers;
- Effective stakeholder relations and delivering client satisfaction;
- Maintaining and maximizing asset values;
- Report to Plenary management on the status of delivery and assets under construction;
- Support the establishment and maintenance of Environmental, Quality, and Safety Management Systems;
- Monitor service delivery and contract compliance; and
- Ensure project liabilities and risks are being managed.
- Success is measured by meeting profitability objectives while maintaining a premier reputation for Plenary Americas with government clients, entities, business partners and community stakeholders in the P3 and concessions market in North America.
- Support Senior Management in all other areas as assigned and work extended hours as required.
- Travel to project sites as necessary
Qualifications
- Bachelor of Science in Civil Engineering or related field. PPP project experience preferred.
- 6-10 years of Civil or Structural Engineering or construction management experience. Professional Engineer (P.E.) stamp preferred.
- Experienced in construction management and demonstrated experience in contract management, risk management, and communications.
- Effectively manage multiple projects of varying sizes and complexity under deadlines.
- Strong relationship management, communication and team leadership skills.
- Strong work ethic and high level of professional integrity. The successful candidate will demonstrate initiative, commitment, and attention to detail.
- Self-starter with the ability to work both independently and in a team setting.
- Sound project management and documentation control skills.
- Strong knowledge of Microsoft Office and strong writing and editing skills. Experience using SharePoint, document management (e.g., Aconex, Unifier), and scheduling or project management software (e.g., Primavera P6, Procore) would be an asset.
