The Role

We are hiring an in-person Operations Manager (Bridge & Tolling) to support a major bridge project in Canada, also coordinating with our broader portfolio of tolling assets across the Americas. We seek applicants with experience working in bridge, roadway, and tolling operations, and traffic and revenue analysis for bridge/highway P3 projects. A successful candidate will be able to demonstrate that they have delivered innovative win-win solutions, built strong relationships with partners and clients, and can work independently.

Responsibilities  

This role will be responsible for the following:

  • Develop an in-depth understanding of the project agreement and related sub-agreements (e.g. services and construction contracts, etc.) and develop analytical tools to assess maintenance, rehabilitation and tolling operations.
  • Act as one of Plenary’s representatives to the project company and develop strong working relationships with services providers and public-sector partners.
  • Support regular road and bridge operations, planning and oversight of preventative and major maintenance activities.
  • Oversee all tolling operations and traffic and revenue activities, creating value through data-driven analysis and optimization of ridership and toll rates.
  • Coordinate with our in-house technical, financial, and legal experts to drive best-for-project decisions and manage Plenary’s interests in the project.
  • Prepare regular monthly and quarterly reports regarding the project status for Plenary’s senior leadership team.
  • Review project documentation and correspondence prepared by others (e.g. change orders, delay and/or compensation requests, dispute notices) and support associated processes pursuant to the various project agreements.
  • Coordinate and share information across Plenary’s broader platform of tolling assets (including those in Colorado and Louisiana).

Qualifications

  • Post-secondary education in engineering, business, data analytics, or similar industry/field.
  • 5+ years of working full-time in road and bridge maintenance and tolling operations. P3 project or similar experience is preferred.
  • Strong work ethic and high level of professional integrity. The successful candidate will demonstrate initiative, commitment, and attention to detail.
  • Self-starter with the ability to work both independently with minimal guidance and in a team setting.
  • Fluency in French is an asset.
