The Role

The Field Manager will play an important role in gathering field data to ensure that proposed designs are accurate based on field verification and oversee field construction and operations of our Fiber Network.

Plenary Broadband Infrastructure (PBI) is a joint venture of Plenary Americas, and Tikehau Star Infra. Today, it has major, long term, operate, maintain, and commercialization contracts for fiber systems on the interstate highways with:

  • Pennsylvania Turnpike Authority (PTC)
  • North Carolina DOT (NCDOT)
  • Georgia DOT (GDOT)

PBI is a carrier’s carrier, with a long/medium haul business model to sell fiber capacity to hyperscale data center operators, wholesale telecom network operators, and others.

PBI operates, maintains, and commercializes a network on the Georgia DOT right of way that includes underground fiber, huts for equipment colocation, lateral fiber cables on and off the right of way, tower infrastructure and small cells, dense wave division multiplexing (DWDM) equipment, and colocations in data centers.

PBI is hiring a Field Manager to support field operations, pre-sales engineering, and delivery of infrastructure, a critical role supporting a small, multi-disciplined PBI team. This is a remote role located in Georgia that requires frequent visits to locations within the state to manager contractors, collect and verify field data, and supervise network deployment and operations.

Responsibilities  

  • Complete all necessary field work and data collection to ensure compliance with permitting agencies, authorities having governance, and structure owners.
  • Maintain accurate records of all operations, including work orders, project plans, and compliance reports; update PBI’s Fiber Management System and all relevant company and authority systems.
  • Collect pole data, including safely measuring attachments using photogrammetry and common field data collection and pole attachment measurement software (e.g., OCALC, Katapult).
  • Review proposed designs to confirm feasibility based on field surveys and identify potential risks or impacts to the build; highlight possible delays and apply innovative solutions to optimize the project schedule.
  • Plan, schedule, and coordinate projects to ensure timely and within budget completion.
  • Identify safety issues, third-party roadblocks, and permitting situations in the field; maintain a safe work environment, ensure all safety standards are met, and take a leadership role in establishing a strong safety culture.
  • Communicate effectively, both verbally and in writing; liaise with local government agencies, contractors, and clients to ensure smooth project execution and resolve issues as they arise.
  • Oversee construction quality, inspection, and quantity true-up to ensure compliance with quality and safety standards; represent the company on site walks and closeout activities with customers and permitting authorities.
  • Review contracts, ensure contract compliance, and maintain quality assurance for PBI infrastructure.
  • Perform other duties as required.

Essential Skills & Qualifications

  • Minimum of 7 years of experience in outside plant management.
  • Post-secondary education in a technical discipline (civil, mechanical, etc.) is preferred.
  • Industry certifications such as PMP, ITS, or OSHA 30, or similar are a plus.
  • Safety-conscious attitude with strong attention to detail and problem-solving skills.
  • Strong leadership, project management, and communication skills, with the ability to work independently.
  • Willingness to learn new skills, software, and technologies; stays updated with the latest industry trends, technologies, and regulatory requirements.
  • Proficiency in MS Office and Google Earth, with the ability to quickly self-orient and learn new software platforms.
  • Comfortable working outdoors in a variety of weather conditions; physical ability to carry 35 lbs and ascend/descend a ladder.
  • Valid driver’s license and willingness to travel.
