Responsibilities
The Civil Operations & Asset Management Project Manager role includes the following responsibilities:
- Ensure that Plenary Americas successfully manages its obligations, meets its project commitments, mitigates risk and successfully implements its proposed bid solutions for our civil infrastructure projects in Operations across the North American market.
- Project Procurement Management Support: Work with the team to develop cost-effective operations and lifecycle solutions, write and review bid text that adequately responds to the RFPs while promoting our teams bid solution. This involves extensive communication with our teams; contractor, consultants and operators with regular progress review to ensure that the best possible solution is developed, estimated, budgeted and memorialized in the project submission.
- Convey to clients/stakeholders your extensive P3 and/or asset management experience to give them confidence that you fully comprehend the operating structure and procedures as they pertain to the requirements of the Project Agreement and Output Specifications.
- With the operations team, oversee and monitor the operations delivery of new projects and management of operating assets to ensure:
- Operational readiness and planning for service commencement;
- Contractual compliance and performance monitoring;
- Cost-effective operations delivery and lifecycle planning;
- Maximization of income opportunities and income protection through abatement avoidance of non-compliance events;
- Cost management, including sub-contracts, special purpose vehicle (SPV) and other service providers;
- Effective stakeholder relations and client satisfaction;
- Maintaining and maximizing asset values;
- Report to Plenary management on the status of operational delivery and asset management;
- Establish Quality and Safety Management Systems;
- Monitor service delivery and contract compliance; and
- Ensure owner’s liabilities risks are being managed.
- Success is measured by meeting profitability objectives while maintaining a premier reputation for Plenary Americas with government clients, entities, business partners and community stakeholders in the concessions market in North America.
- Support Senior Management in all other areas as required and work extended hours as required.
Qualifications
- Bachelors of Science in Civil Engineering or related field. PPP project experience required.
- 6-10 years of Civil or Structural Engineering experience. Professional Engineer (P.E.) stamp preferred.
- At least 4 years experience in design, construction and/or maintenance of bridge structures, subgrade and pavement types.
- You will be experienced in asset management with highly developed relationship management skills, demonstrate contract management experience, risk management and communications.
- Your experience with asset management will encompass all phases of projects including:
- O&M and Lifecycle costing modeling and analysis;
- Development of all requisite operational submittals necessary to achieve Substantial and Financial Completion; and
- Development and oversight of asset operating programs such that requisite output specifications are achieved and that reporting is compliant with contractual requirement.
- Effectively manage multiple projects of varying size and complexity under tight deadlines .Strong relationship management, communication and team leadership skills
- Strong work ethic and high level of professional integrity. The successful candidate will demonstrate initiative, commitment and attention to detail.
- Self-starter with ability to work both independently with minimal guidance and in a team setting.
- Sound project management and documentation control skills.
- Strong knowledge of Microsoft Office and excellent writing and editing skills.
