Khalifa University Student Accommodation PPP Project wins at 2026 Partnerships Awards

LONDON, UK – The Khalifa University Student Accommodation PPP Project has won Best Social Infrastructure Project at the 2026 Partnerships Awards.

The awards program is the biggest celebration of excellence in the public-private partnership (PPP) industry across Asia Pacific, the Middle East, UK and Europe.

The Khalifa University Student Accommodation project – of which Plenary is sponsor, investor, financial and commercial arranger, facilities manager and SPV manager – is a groundbreaking transaction and the largest of its kind in the Middle East, setting a benchmark for student-centric PPPs in the region.

TThis transformative project – including a 23-year concession to design, build, finance and maintain 3,260 student rooms – reflects the significant beneficial outcomes achievable through a well-structured PPP asset.

The judging panel praised the project as region-defining in scale and significance, with clear public value through long-term benefits to student life and national education ambitions. The judges also highlighted the strength of the PPP execution, the visibility and replicability of the model, and the quality of user-focused design and sustainability measures, positioning the development as a strong precedent for future social infrastructure partnerships.

The Khalifa University Student Accommodation project is expected to be completed by the end of this year.
