Based in London, Richard leads Plenary’s European business focused on developing greenfield infrastructure opportunities.

Before joining Plenary he was a Senior Vice President at Macquarie Capital, where he worked on more than €4bn of successfully closed project finance investments and PPPs over 10 years.

Highlights included leading all of Macquarie Capital’s PPP activities and investments in Ireland for eight years, including the successful tender and closing of three social infrastructure projects, the first Irish Social Housing Bundle PPP, the East and Central Quad PPP at Technological University Dublin’s Grangegorman campus, and the Higher Education Bundle 1 PPP. For two of these projects, he was the chairman of the SPV board from financial close to start of operations.

Prior to that, Richard worked as a chartered civil engineer for 12 years across public transport infrastructure in the UK.
