Clare Shiell joined Plenary in October 2022 and has strategic oversight of Plenary’s delivery phase projects. Clare provides essential support to project teams, senior management and the Plenary board to understand and manage the risks and challenges within our delivery assets. Clare is also a member of the Plenary executive leadership team.  

Clare has over 24 years’ experience across public and private sector corporations, including executive positions at the Department of Justice, Department of Health, and private sector infrastructure organisations.  Clare has been involved in and has led the delivery and operations of some of Victoria’s largest public-private partnerships in justice and health.

Clare holds a Bachelor’s Degree in Management (Applied) from Federation University.
