ABU DHABI, UAE – Plenary has announced the appointment of Oliver Barbagallo as Chief Executive Officer of Plenary Middle East, effective 1 July 2026.
The appointment reflects the continued growth and maturity of Plenary’s Middle East business and is part of a planned leadership transition.
Currently the Head of Origination for Plenary Middle East, Oliver has played a central role in the development of Plenary’s Middle East operations and broader international business.
Since joining Plenary in 2021, Oliver has contributed significantly to the origination and successful delivery of key projects in the region.
Plenary Group CEO Paul Crowe said, “Oliver has demonstrated strong leadership and a deep understanding of our business and markets. His appointment reflects our confidence in his ability to lead the next phase of growth for our Middle East operations.”
In addition, Chief Operating Officer Moustafa Fahour will transition to a new role as Strategic Adviser to the Middle East business.
In this capacity, he will provide targeted support during the leadership transition, including continuity across existing assets and participation in selected governance activities where appropriate.
“Moustafa has been instrumental in establishing Plenary’s presence in the Middle East and building a strong platform for growth. We are pleased that the business will continue to benefit from his experience during this transition,” Mr Crowe said.
Plenary established its presence in the UAE in 2022 and has since been awarded three major infrastructure projects in Abu Dhabi, including the Emirate’s first school infrastructure public-private partnership, the Zayed City Schools project. Mr Crowe said the business continues to see a strong pipeline of social and civil infrastructure opportunities across the UAE, GCC and Central Asia and looks forward to working with its government and private sector partners in the next phase of growth.
