Head of Origination, Middle East
Oliver is based in the United Arab Emirates and is responsible for originating infrastructure development opportunities and leading Plenary’s bid teams for infrastructure projects across the Middle East. He is also responsible for leading Plenary’s Middle East business as the co-head of the regional platform.
Oliver has been actively involved in all Plenary’s development activities in the region and has extensive experience in successful project origination – leading the financial and commercial structuring and execution of PPP projects across the education, health, accommodation and transportation sectors. Oliver was instrumental in the successful Plenary bids for the Zayed City Schools PPP project and a number of ongoing processes.
Oliver joined Plenary after five years with Macquarie Capital based in Singapore, where he was responsible for managing the development and delivery of a range of renewable energy and infrastructure projects across the Asian region. Prior to joining Macquarie, Oliver established the PPP function for Samsung C&T in Seoul, Korea and developed PPP projects in Australia, Asia, North America and Europe. Oliver worked in business development roles for Transurban in Australia prior to his time in Asia and the Middle East.
