The Role

We are seeking a dynamic and driven individual to join the Commercial Group with a focus on the management and growth of Plenary’s fiber broadband project portfolio. Plenary is a developer and investor in two middle-mile fiber optic projects, one in North Carolina and one in Pennsylvania. These projects are part of a broader growth strategy within communications infrastructure which is a strategic focus for Plenary. As Senior Manager, you would have direct responsibility for the successful management and long-term growth of existing and future fiber projects. You would report to the head of the Commercial Group and coordinate with the Delivery group responsible for the technical aspects of project delivery. In addition, you may be involved in the pursuit of new fiber / broadband projects in collaboration with the Project Structuring and Investments (PSI) and Delivery groups within Plenary.

The ideal candidate must be a lateral thinker with the ability to identify solutions to a wide spectrum of commercial issues that may arise. The candidate must have strong commercial and financial background. The candidate should have working knowledge of key aspects of fiber optic networks. You must demonstrate strong ownership, initiative, drive and commitment. Strong organizational, management, and communications skills are paramount to success in this role as it will involve teaming and coordination with equity partners, contractors, and public sector counterparties. This position is expected to be based in one of Plenary’s primary North American offices (Los Angeles, Denver, Tampa, Toronto, or Vancouver) with significant travel expected to North Carolina, Pennsylvania and other potential project sites. Plenary may offer remote work flexibility with details to be discussed further with qualified candidates.

Responsibilities  

  • Designated point of contact / official representative to the public sector counterparty for each of the North Carolina and Pennsylvania project contracts.
  • Responsible for managing all aspects of each project’s business, in particular the commercialization function.
  • Developing a deep and comprehensive understanding of all key contractual relationships of the Plenary Broadband Infrastructure (“PBI”) project companies and ensuring compliance with all requirements, enforcement of rights.
  • Managing subcontracts, working with delivery and technical resources, for operations and maintenance, design and construction of new infrastructure and commercialization (sale of capacity on fiber and other infrastructure).
  • Managing and setting PBI budgets, approving expenditures (up to a threshold set by the board), entering into arrangements with vendors and subcontractors as needed.
  • Overseeing the project models and forecasts, with modelling support provided by other Plenary personnel.
  • Organizing and leading executive committee (board) meetings including establishing agendas, maintaining minutes, owning delivery of action items and decisions.
  • Identifying and evaluating new business opportunities, including physical extensions of infrastructure and new business lines.
  • Support RFQ and RFP responses for new fiber / broadband projects.

Qualifications

  • At least 5 years’ professional experience with at least a portion of this in telecommunications (carrier / fiber network experience will be considered favorably)
  • Degree in business preferred, or other relevant educational background
  • Experience with the management and/or delivery of transportation or telecommunication assets is preferred, but not required
  • Experience with budget management and business case development
  • Excellent organizational, project management and coordination skills with the ability to effectively manage time, priorities, and multiple deliverables
  • Strong analytical skills with the ability to understand and interpret commercial contracts, budgets and financial forecasts
  • Solid communication skills (both written and oral) with the ability to explain both technical and contractual information
  • Ability to work independently with minimal direction, but also work cohesively in a small team environment.
